Angola and Masdar Sign 150MW Solar Agreement to Strengthen Energy Diversification

In January 2026, Angola reinforced its renewable energy strategy through the signing of a power purchase agreement (PPA) with Masdar for the development of a 150-megawatt solar project in Quipungo. The agreement, formalised in the presence of Angolan and Emirati authorities, represents a concrete step in the country’s ongoing efforts to diversify its energy matrix and strengthen generation capacity through clean energy sources.

The project forms part of Angola’s broader strategy to expand renewable energy generation while maintaining system stability and long-term operational efficiency. Large-scale solar initiatives such as Quipungo contribute not only to increased installed capacity but also to reducing dependency on conventional energy sources and enhancing resilience across the national grid.

Under the leadership of João Baptista Borges, the Ministry of Energy and Water has prioritised structured partnerships with international operators that bring technical expertise, financial capacity and experience in utility-scale renewable projects. Cooperation with Masdar aligns with this approach, reinforcing Angola’s integration into global renewable energy value chains.

Beyond generation capacity, the agreement reflects the importance of stable contractual frameworks and regulatory clarity in attracting long-term investment to the energy sector. Power purchase agreements play a central role in ensuring predictability for investors while safeguarding public-interest objectives related to affordability, reliability and sustainability.

As Angola advances its renewable energy agenda in 2026, projects such as Quipungo illustrate a pragmatic and phased transition model. Rather than abrupt shifts, the strategy focuses on gradual diversification, technical robustness and institutional coordination to support sustainable economic development.
