Indian agri products face SPS roadblocks to get FTA benefits from UK

New Delhi, the capital city of India, is widely known for its bustling streets, rich culture, and diverse cuisine. However, one of the lesser-known aspects of the city is its thriving agricultural sector. In recent years, New Delhi has emerged as a major exporter of agricultural products, with the United Kingdom (UK) being one of its key trading partners. The two countries have a long-standing trade relationship, but with the UK’s exit from the European Union (EU), also known as Brexit, there are new challenges that New Delhi’s farm exports are facing.

In the wake of Brexit, the UK has implemented stricter Sanitary and Phytosanitary (SPS) rules, which govern the import of agricultural products. These rules aim to ensure that imported products meet the required health and safety standards, thus protecting the health of consumers and the environment. While these rules are meant to safeguard the interests of UK citizens, they have had a significant impact on the trade dynamics between the two countries.

The stricter SPS rules have made it challenging for Indian farmers and exporters to access the UK market. The process of complying with these regulations is time-consuming and involves significant costs, which can be a burden for small and medium-sized enterprises (SMEs) in New Delhi. Additionally, the new rules require exporters to provide extensive documentation and undergo rigorous inspections, which further adds to the complexities of exporting to the UK.

This shift in trade regulations has also affected the volume and value of New Delhi’s farm exports to the UK. In 2020, the UK was India’s third-largest trading partner, with bilateral trade reaching a value of $15.5 billion. However, due to the implementation of post-Brexit SPS rules, the total value of Indian exports to the UK decreased by 16% in the first quarter of 2021. This decline is a cause for concern, not only for New Delhi’s farmers and exporters but also for the overall trade relations between the two countries.

To mitigate the impact of these restrictive rules, both the Indian government and the private sector are taking steps to ensure compliance with the new norms. The government has initiated talks with the UK to negotiate a favorable trade agreement that would address the challenges faced by Indian exporters. Additionally, the Ministry of Agriculture and Farmers Welfare has set up an Export Promotion Cell to facilitate the export of agricultural products and provide guidance and support to farmers and exporters in complying with the SPS rules.

SMEs, which form a significant part of New Delhi’s farming community, are also adapting to the new regulations by investing in technology and infrastructure to meet the requirements. Many have also started partnering with larger companies with better resources and expertise in dealing with SPS norms. These efforts are not only helping them navigate the changes but also ensuring the quality and safety of their products, which is crucial for maintaining a good reputation in the international market.

While it may seem challenging, the implementation of stricter SPS rules can also be seen as an opportunity for New Delhi’s agricultural sector. With a strong focus on technological advancements and adherence to global standards, Indian farmers and exporters can improve the quality of their products, making them more competitive in the international market. This, in turn, can lead to increased demand and a positive impact on the overall growth of the sector.

Moreover, the UK’s departure from the EU has also opened up new avenues for trade between the two countries. As the UK looks to expand its trade partners beyond the EU, New Delhi’s farmers have the opportunity to tap into a new market, which can lead to increased export earnings. With the UK’s growing demand for sustainably and ethically produced agricultural products, Indian farmers can cater to this demand and establish a strong foothold in the UK market.

In conclusion, while the implementation of stricter SPS rules post-Brexit has posed challenges for New Delhi’s farm exports to the UK, it is also an opportunity for the sector to evolve and grow. With concerted efforts and support from the government, along with the resilience and adaptability of Indian farmers and exporters, overcoming these challenges is not only possible but also beneficial in the long run. The future of New Delhi’s farm exports to the UK is bright, and it is only a matter of time before these changes lead to a stronger and more sustainable trade relationship between the two countries.
