Govt asks select States to increase inter-state trade on e-NAM platform

States to Amend APMC Acts Before E-NAM 2.0 is Rolled Out

The agriculture sector in India has been facing numerous challenges, especially in terms of marketing and selling of agricultural produce. The traditional Agricultural Produce Market Committee (APMC) system, which was established to regulate the buying and selling of agricultural produce, has been plagued with issues such as lack of transparency, high commission rates, and limited access for farmers to sell their produce. To address these issues, the government launched the Electronic National Agriculture Market (e-NAM) in 2016, which aimed to create a unified national market for agricultural commodities. However, the full potential of e-NAM is yet to be realized due to the existing APMC Acts in various states. In order to fully harness the benefits of e-NAM, it is imperative for states to amend their APMC Acts before the rollout of e-NAM 2.0, which is expected by the end of this year or early next year.

The e-NAM platform was envisioned as a game-changer for the agriculture sector, with the aim to create a single market for agricultural produce, eliminate middlemen, and ensure better prices for farmers. The platform allows farmers to sell their produce directly to buyers through an online trading portal, thereby reducing the role of intermediaries and ensuring better prices for farmers. However, the success of e-NAM has been limited due to the restrictions imposed by APMC Acts in various states.

One of the major issues with the APMC Acts is the imposition of market fees and commissions, which vary from state to state. This not only increases the cost of transactions for farmers but also creates a non-level playing field for buyers. The e-NAM platform, on the other hand, charges a nominal fee of 0.5% for trading, which is significantly lower than the fees charged by APMCs. In order to fully realize the benefits of e-NAM, it is crucial for states to amend their APMC Acts and bring them in line with the e-NAM fee structure.

Another major hurdle in the implementation of e-NAM is the restriction on the sale of agricultural produce outside the APMC market yards. This restricts the farmers’ access to a larger market and limits their bargaining power. The e-NAM platform, on the other hand, allows farmers to sell their produce to buyers from anywhere in the country, thereby providing them with a wider market and better prices. The amendment of APMC Acts to allow the sale of produce outside market yards is essential for the success of e-NAM.

Moreover, the lack of transparency in the APMC system has been a major concern for farmers. The APMC Acts do not mandate the publication of daily market prices, which makes it difficult for farmers to make informed decisions about the selling of their produce. The e-NAM platform, on the other hand, provides real-time information on market prices, enabling farmers to make better decisions. The amendment of APMC Acts to make it mandatory for APMCs to publish daily market prices is crucial for the success of e-NAM.

The e-NAM platform has also faced challenges in terms of the participation of APMCs. Many APMCs have been reluctant to join the e-NAM platform, as it would mean a loss of control over the market and reduced revenue from market fees and commissions. This has resulted in only a few APMCs being integrated with the e-NAM platform. In order to overcome this challenge, the amendment of APMC Acts to make it mandatory for all APMCs to join the e-NAM platform is necessary.

The government has recognized the need for the amendment of APMC Acts and has been actively working towards it. The Model APMC Act, 2017, which was released by the Ministry of Agriculture and Farmers Welfare, provides a framework for the states to amend their APMC Acts. The model act suggests the removal of market fees and commissions, the creation of a single license for trading in all markets, and the establishment of a single point levy for all taxes and fees. The states are encouraged to adopt this model act and make necessary changes to their APMC Acts.

In addition to the model act, the government has also launched the Agriculture Produce and Livestock Marketing (Promotion and Facilitation) Act, 2017, which allows farmers to sell their produce outside the APMC market yards. This act aims to create an ecosystem where farmers can sell
